I am moving ahead to clarify the cadres the party’s policy– Secretary Bogati

Currently along with increasing support to Prachanda vigorous attacks has also been launched against him. Discussions have been concentrated as per the interests of different groups thus the eyes of the whole world have been focused on the Nepali Maoists.

Q. You have been accused of leading a faction of the party ?
A: People talk about me because I am seriously engaged in institutionalization of the party’s official tactical line. I have been taking up the official line of the party and involved in clarifying the party-line. It is clear how the party took the decision and how party discussed on the matter. I am moving ahead to clarify the cadres the party’s policy– freedom in expression and unity in action. I am not for any kind of factionalism but bracing up the party’s official line. Blaming the leaders who have been organizing gatherings to disseminate the party’s official line, for practicing factionalism, is awful.

Q. How would you manage the increasing factional struggle within the party ?

A. We are preparing to hold the central committee meeting. We will go ahead with uniformity in party’s political line, working style and work division.

Q. Is it that simple ?
A. The two line struggle within the party has gradually become more ardent and the class struggle is also becoming fervent these days. Being communists we should know that the image of class struggle is reflected in the two-line struggle and vice-versa. Both the issues have dialectical relationship. Nepali class struggle is in a complex stage. The decisive question of the day is whether Nepal will be pushed back to regression or step forward. The general public have been enthusiastically watching whether UCPN-M can led the nation forward or not. We have been seriously discussing on these issues in the party.

Q. But it seems that the discussion has more been inspired by petty personal interests instead of ideological debate ?

A. When we see from the top. Ideological debate existed during the days of people’s war and that still continues. As a Marxist, who believe in dialectical materialism, I must say that such debates will also continue in the future. But in the lower level, the debates are more focused on dissatisfaction, suspicion, personal grudges and annoyance instead of ideology which is not good. At this point of time, it’s essential to identify the issues to be discussed from top to bottom. We are now in the process of clarifying the issues. Several attitudes comes to fore in communist movement. There must be discussions among such attitudes. We want the leadership of the attitude that promotes revolutionary changes. New ideas must be generated by conserving, utilizing and developing such developments. Discussions are essential for the scientific ideology and correct political line of the party.

Q. So what is the way out—a split or unity ?

A. Not a split. Party will go ahead on the process of unity, struggle and transformation. We are on debate in a unique and unified way in the open situation. Struggling within unity, it is necessary to unite transforming ourselves on newer basis.

Q. What about the rumour to remove Prachanda from the leader of the parliamentary party ?

A. No authentic discussion has ever been held in the party on this issue. It’s not that the party has not discussed on changing the leadership of the party. We have already assessed that we failed to ensure proportional representation in the government and make it inclusive. Friends have initiated discussions to ensure more representation of women leaders. They had begun the discussion separately on which I was not aware. But media disseminated the issue on different ways, which was not good. We also discussed about the development with senior vice-chairman Mohan Baidhya ‘Kiran’ and vice-chairman Baburam Bhattarai. We didn’t find any differences so the news reports proved to be rumour.

Q. Do you have any doubt on the intention of Kiran or Baburam ?

A. It’s not the time to measure their intentions but we should study the events and the activities. Both Kiran and Baburam agree on the proposal of chairman Prachanda to consolidate the unity in the party despite whatever dissatisfaction and differences among the leaders. It is the time to think seriously whether our activities have contributed to party unity or led the party towards chaotic situation. Have our actions led the party towards giving a way out to the nation or towards more confusion? We now must delve into these genuine questions and assess our activities. Promoting differing views in the name of consolidating unity in the party is a serious contradiction that, we call revolutionary hypocrisy. Everyone must think about such developments.

Q. Can the party regain its previous harmony ?

A. We are honest revolutionaries in a true sense. We want to lead the nation towards revolutionary way. So being honest fighters to ensure the change demanded by labourers we don’t have any other option than maintaining unity in a new height. Split among us would support reactionaries and our unity will help revolutionaries. Therefore revolutionaries should always stand for unity. If we could forge unity within the party, among the people and labourers and if the new dimensions of unity could be spread, we can ensure change in the country and also contribute to the change in the world as well. We believe in unity and also believe that unity can ensure liberation and change not only for Nepali people but also for all the people of the world.

Q. Has the external forces played any role to keep the party divided ?

A. That happens in any class struggle. Change is inevitable if the revolutionary forces unite. Various conspiracies have been hatched to divide the revolutionary forces. They always want either to diminish or end the existence of the revolutionaries. Several such attempts are on. But revolutionaries must not only blame the external forces. They must search within themselves the root of the problem. Since reactionary forces tries to manipulate our weaker portions and therefore we must realize that honestly correct them immediately. At this point of time, revolutionaries have no alternative to ensure change or the revolution.

Q. Is it true that the agendas raised by other parties are being implemented while those raised by Maoist have been sidelined ?

A. This is just a comment made without understanding the issues. In real sense the agendas set by Maoists are being implemented. Progressive change with peace and constitution is the most significant agenda of the UCPN-Maoist. If we consider ideologically and in a creative way, everyone are bracing up our agendas. Struggle among the classes of people to achieve the ownership of the agendas is obvious. We are going ahead in the middle of the fight of the capitalist, agents and handful of feudal elements against the peasants, indigenous, women, Dalit and all other disadvantaged groups, minorities and labourers to ensure the change as per their wishes. Discussions inside the Constituent Assembly have been focused on the same issue. Maoist agendas have not been lagged behind but are gradually being endorsed. Issues including state restructuring and federalism are coined by Maoists which nobody can discard. I believe Maoist agendas are gradually being established.

Prachanda is a brave fighter and an able leader who can give a way out to the nation and could energize the movements through various means. He is ready for whatever steps needed for the progressive change in the country.

Q. Maoist is being portrayed as the obstacle to the peace process. Do you agree ?

A. We are not the obstacle of peace process. Forces supporting status quo, who wants to stop the change, are the major obstacle to peace process. Comprehensive Peace Accord and the 12-point pact have clearly stated that Nepal’s security sector would be reformed, Nepali Army would be democratized and the two armies would be integrated. I think integration is possible only when both the parties respect each-other’s co-existence. We are seeking integration of the two existing forces. We don’t talk about ending the existence of any of the two forces. Maoists have never created obstacle to end the peace process by the integration of the two separately existing forces. NC’s point is rather scholastic. All the parties including NC must accept the fact that the existing change was brought about on the basis of people’s war and people’s movement. One must dare to accept reality. Dual nature within the parties must end and everyone should go ahead to resolve the problem.

Q. What do you have to say to other martyr’s families yourself being a family-member of a martyr ?

A. We are still on the phase of movement. Only the form of the struggle and movement has been changed and not our aim. We are committed to lead the movement to a logical end. State has discriminated the martyrs of people’s war. Those attaining martyrdom in other movements have received Rs 1 million but the martyrs of people’s war have only received Rs 100,000. State must address the woes of the families of the martyrs of the people’s war and the family members of the disappeared people. But state has failed to address their woes.

Q. In your understanding, who is Prachanda ?

A. I have been taking Prachanda as a versatile leader, who can give solution to all ills. He is the only leader who can think in newer ways and transform the thinking into plans. Currently along with increasing support to Prachanda vigorous attacks has also been launched against him. Discussions have been concentrated as per the interests of different groups thus the eyes of the whole world have been focused on the Nepali Maoists.

Antagonists have been attacking him thinking that their objectives would not be fulfilled without weakening him while others have been supporting him thinking that he, along with the party can resolve the problems facing the country. He is also a person and has weaknesses. We have not presented him as a godly figure. But Prachanda is a brave fighter and an able leader who can give a way out to the nation and could energize the movements through various means. He is ready for whatever steps needed for the progressive change in the country and therefore he has attained statesmanship.

Q. What do you have to say to the people of the world through our online news service ?

I want to thank its team for taking such a bold step. Though your media, I would like to tell the progressive people and all those change-loving people change that we are fighting in the twenty first century and the route of revolutionary is not easy, it does not take straight path, therefore we must create our own path to walk. Both the dogma and pragma cannot ensure revolution. So I would like to appeal all the people to move ahead leaving behind both the dogmatic and pragmatic thinking.
